There are about 14 million teenage boys in the U.S. Suppose that 99.9% of them are psychologically reasonably healthy. I mean, they may have neuroses or even more severe problems like schizophrenia, but are basically harmless. That still leaves 14,000 who are seriously deranged and a danger to themselves and to society. Now suppose that 99.9% of the time the parents and teachers catch them, get them help and, while they are still far from normal, are not really dangerous. That still leaves 14 of them that are very dangerous, with violent anti-social behavior that could go off at any time.
Now those 99.9% success rates in mental health and interventions are suppositions and, in all likelihood way too high. If we were to assume a 99% success rates, there would be 1,400 scary teenage boys and I think that may be closer to reality. The point is that two or three school shootings per year, surprisingly, is indicative of a general success. It is simply an artifact of really large populations. And by the way, the U.S. actually is not particularly impressive when it comes to mass shootings, if you ignore the aftermath of gang shootouts. For some reason, America does. 20 kids get killed in a school shooting and the country comes to a standstill for three days. 20 kids get killed every weekend in gang violence and it just goes unnoticed.
People aren't very fact based. 30,000 people get killed in auto accidents every year and it is mostly ignored. 200 people get killed in an air crash and it is headline news. As a species, humans tend to over-react to spectacular events and under-react to the drip-drip-drip events. The silliness of that has been pointed out many times, but, yup, here we are again.

After Dobbs v Jackson, people are saying they want to move to Canada? Why? There is no part of Canada that allows abortion after 23 weeks. And, of course, nowhere in Europe are abortions legal after 24 weeks. So, if one really feels that access abortion is so important, the best thing to do is move to California. It has the most Progressive abortion laws pretty much anywhere, save China, North Korea, and Vietnam. Honestly, if this is your thing, then you should move to California. Whatever state you are in, they will celebrate your departure.
